What is LA Flex?

LA Flex stands for Local Authority Flexible Eligibility, a special part of the ECO4 scheme that allows local councils to widen who can benefit from free or subsidised energy-saving home improvements.
Under standard ECO4 rules, funding is primarily for households receiving certain qualifying benefits. However, through LA Flex, local councils can set their own criteria to help more residents who might be struggling with high energy bills or living in inefficient homes.
  • LA Flex gives local authorities the power to approve ECO4 funding for households who:
    • May not be receiving benefits, but
    • Have a low household income, or
    • Are living in a property with poor energy efficiency (low EPC rating), or
    • Have residents who are elderly, young children, or with health conditions made worse by cold homes.
    Each council has its own “statement of intent” which sets out exactly who can qualify in that area. This makes it possible for many households to access ECO4 grants who would otherwise miss out.
  • Through LA Flex, you could still qualify for the full range of ECO4-funded upgrades, such as:
    • Loft, cavity, underfloor or solid wall insulation
    • New energy-efficient boiler or heating system
    • First-time central heating
    • Smart heating controls & thermostats
    This helps keep your home warmer, cut energy costs, and reduce your carbon footprint.
